"NEARBY DEVICE" ISSUE

My Samsung galaxy S24 ULTRA, S21 ULTRA, and Samsung laptop all meet the criteria for the nearby device option. All 3 are on the same wifi network, and Bluetooth is turned on, on all 3.but when I drag to connect a device, I get a message that's says, THIS DEVICE DOESN'T SUPPORT DRAG TO CONNECT. What could the issue be?
 
According to Samsung's website: "Requires a smartphone with One UI 3.0 or later and a PC with Windows 10 2004 or later. Must be logged-in the same Windows and Samsung account on both devices and have a Bluetooth or Wi-Fi connection. Initial setup in the Your Phone app is required. Link to Windows copy-and-paste limit: 1MB.
Requires both devices to have One UI 3.1 or later. Devices must be logged-in the same Samsung account and be on the same Wi-Fi network."

Is this new for you? Have you ever used it before or had it work for you?

Does quick share work for you any other way? Like using the quick share/nearby share button from a list?

Have you ever paired any of these devices before this attempt at dragging to connect?
