I need help finding an app. It lists stores and restaurants around you, as well as how close they are in feet. You can scroll through the list as it displays in a circle. Any ideas?

Try "Coupons" its in the market. Great app, has barcode scan feature gives you coupons to all in your area from grocery stores to department stores.
