Need help to fix a test device sprint m9

[AC Question]

I have sprint m9 phone that when you turn on it goes straight to the boot loader screen and if i click on reboot to boot loader goes straight back to the screen and if i click on boot to download mode or boot to recovery mode it says failed to boot to download or recovery mode press volume up or down to go back to menu then it says this build is for development purposes only do not distribute outside of htc without htcs written permission failure to comply may lead to legal action.

i tried to use xtc2clip and tried abd but couldn't get either to work.
