Need help understanding why google identified my location.

Checked gmail account #2 on device (Nexus 7 LTE/2013). Location is turned OFF on that device.
Rec'd notification email in supposedly UNLINKED gmail- account #1 that was open on a Windows 8.1 laptop. Was this "New Sign-in Notification", that contained my city and zip code, a way to verify that the accounts are linked to a single user?
Can the notification be ignored without causing additional problems - am wondering if responding just verifies they are linked and then the PUBLIC can see they are linked.
Was my error (other than using gmail) because I have gmail #2 and gmail #1 listed as accounts (supposedly not linked - so they say) on a third device - a Galaxy Note Edge? if the Note's instructions say other "users" can use their emails on the same device, why does google assume both are mine?
If emails 1 and 2 did belong to separate users, wouldn't the "security" notification violate their privacy?
I am trying to avoid having them be"publicly" linked.
There is an option at the bottom of the email for me to "click here" to "disconnect [my} email address from this account".
Excuse my ignorance on this subject. Thanks
