Need help unlocking used Incredible

I bought a used Droid Incredible and it's been factory reset. I can't use any of the phone features it just keeps asking to activate the phone with Verizon. I would like to use this phone on page plus service. Is there anything special I need to do prior to activating on page plus - such as rooting or roming? Thanks.

As long as the ESN is clean, you should be able to activate on PPS. Clean meaning the phone wasn't reported stolen or had the ESN locked for any other reason. But that's just what I have read.
