Need Help Using Mobile Hotspot Outside of the Verizon Network

Hey there,
I have a HTC one max(Verizon), and i currently live in India and so i have put a Indian SimCard. But when I go to enable WiFi Hotspot, I get a Message as shown below in the screenshot. I really need the hotspot feature for my day to day use. And yes the phone is rooted. So please tell me how do I enable it?:'(
