I do believe that you did something wrong, when it says "flash_image" not found that means you are using an invalid command. Check this thread about how to do it correctly.

If you don't want to use commands. Just flash the .img with imageflashgui.apk, and wait to see if you still don't have a flash image!!!

They all do different things, performance sets CPU at highest speed all the time, ondemand bumps the speed up to the highest as soon as there's any load on the processor, conservative pushes CPU to the lowest speed when nothings happening... those are the basic ones, but there's tons more. All of them are good in their own way otherwise they wouldn't be included look on Wikipedia for a detailed description of all the governors so you can see which one matches your likes.
