Network connection cycles every 30 seconds

With a sim card in, the network connection cycles from off to on every 30 seconds. Without a sim card, it still cycles. Showing bars, when I don't even have network connection.

I have done everything I can think of. Wiped cache, factory reset, installed new os using odin. Nothing works. Still the same problem
