Network Operators option (manually) can't change/do anything?

My edge doesn't have the option to do this. I think it's because AT&T blocked it or something. Default setup is grayed out and wont' do anything, then I have that Search for AT&T MicroCell option.

Have you ever figured out how to solve this problem - I have the exact same issue and its driving me nuts - especially as I can't determine why it is like this.
