New matrix of dots on the screen

When I updated to the new Oreo 8 security of June it said things would work faster and transition faster. Instead, I keep getting this delay with a black screen and matrix of white dots when it transitions which are no faster.

I don't understand how that is better. What's the deal with that?
I have a MOTO Z Play Droid just for reference.
 
Have you tried to boot the phone into Recovery mode and clearing cache (NOT DATA! That wipes out your entire device)? Usually when these glitches happen that can help, unless it IS a bug introduced in the update, in which case that's up to the manufacturer or carrier to fix.
 
I would say it's an isolated incident that a cache clear would most likely help. If it was a bug, I would think there would be more owners of the z play having issues over in their forum.
 
When you perform a clear cache it will remove any temporary files that may be causing a problem, but will not delete your files or settings.

This is an excellent troubleshooting step if turning your device off and on has not resolved the problem.

To perform a wipe cache partition:

With the phone powered off, press and hold the Volume Down button and the Power button at the same time until the device turns on.
Press the Volume Down button to highlight "Recovery mode"
Press the Power button to restart into Recovery mode.
You'll see an image of an Android robot with a red exclamation mark.
Holding the Power button, tap Volume Up once and then release the Power button.
Use the volume buttons to scroll to "wipe cache partition" and press the Power button to select it.
"Reboot system now" will be highlighted, press the Power button to select it.
Note: Clearing the cache may take up to 5-10 minutes depending on user memory.
