New media card question

I am new to Samsung Android (Note9), coming from BlackBerry, so will have some basic questions, here are my first....

I inserted the media card, and it's populated with the standard folders. I had always formatted my cards once I inserted them, but I don't see that option? Am I just not finding it?

Also, I was told there is a program for my desktop (Win10) where I can sync with the phone, add files, etc. Wondering what the name is to make sure I download the right one.
 
Most cards are already ready to use in either PCs or Android devices, so no need to format them.

Sync programs between Android and Windows are notoriously buggy (and the companies that sell them tend to be kind of shady, like Wondershare). If you have a decent amount of Google Drive storage, you may want to use Google's Backup & Sync instead: https://support.google.com/drive/answer/7638428?hl=en
