new msg notification on lockscreen??

I am on stock 4.3

When I receive a new text msg and the box appears on the lock screen, I click it, swipe it and nothing happens....??? Is it supposed to do something, like take me to the new msg?

Click it, then swipe the bottom section of the screen somewhere below it (it should have a box when you swipe).
