new s3 from insurance, crazy charging problems
ok i get a new phone from my insurance, samsung s3 i9300.....refurb probably.

first it really struggles n most times wont charge off 1amp input,
2 if its plug in through a wall, or a car adaptor both 2.1amp, charges....
battery life pretty dim on it though,
so i bought a portable charger, wont charge the phone at all, both in 1amp and 2.4 amp
do i need to let my phone completely die before it then charges my phone? or is there a bigger issue here,
