New Verizon Gear S Software Update today - Feb 16, 2015

Was also hoping they would fix the call forwarding issue with Verizon. Gear currently uses *92 to forward calls, which takes 7-8 rings before the call is forwarded to the Gear when connected remotely. Most callers would have hung up by then. If I manually forward my calls using *72, it will immediately ring on my Gear when connected remotely. Hope they fix this issue.
This is a problem with the software no matter what carrier the watch is assigned to. I have this problem on my T-Mobile Gear S when calls are forwarded remotely. On mine, a call won't even ring through, I just get the notification afterwards that someone called.

If I connect through Bluetooth, it works perfectly.

I also have TMobile, and most of the time, it works fine when remotely connected, with 5-6 rings. I too want no rings. There have been occasions when like you, it won't ring, just notifications afterwards. The call forwarding feature is not as consistent and stable as it should be.

I found most ppl will hang up at around 4 rings. So, it is not that call forwarding doesn't work but rather the caller hangs up before it get forwarded.

For GSM carriers, you can follow this to change the wait time before forewared (it is the same for voice mail and Gear S): Android: How to change ring time for calls before sent to voicemail (AT&T / T-Mobile / GSM Networks) | a Tech-Recipes Tutorial

I made sure I pressed all the right buttons as instructed in the link, but no luck. See pics. I even tried it with my phone voicemail number instead of my Gear S voicemail number.

The first pic is a message from my Note 4, 2nd one from my Gear S.

Try the more detailed instruction here https://forums.att.com/t5/Account-Features/change-rings-before-voicemail-picks-up/td-p/3016273. This is for AT&T. Not sure if T-Mobile actually supports it. You will know it when you dial *#61# and click Send. You will get either an information popup about your current setting or error message.

Dial it from your android phone because that's the one you want to modify, not Gear S (that's a different number and you can't modify another phone's number from a different device).
