I don't know much about droids at all, but I heard that Samsungs do not allow the some of the same things as regular droids due to overlaying. What exactly does it not allow?

Not exactly sure what you are asking... The Fascinate isn't a Droid, first of all. It does however run the Android platform. Are you asking about the differences between the stock android experience versus Samsung's TouchWiz skin?

There are a lot differences in every manufacturers' launchers compared to stock Android.

A lot of people have compared TouchWiz to the iOS launcher with its dock and the way apps are arranged in the app drawer.

Do a quick search on android UIs and you'll see the vast differences between Sense, TouchWiz, Motoblur, etc...
