Nexus 4 and Google

So I've been deciding to buy a Nexus 4 for a while and I did some research on their policy and came across this.

Shipment lost or stolen

If your device fails to arrive or you suspect it was stolen before you received the package, please email us so we can remotely disable the device and process a refund for you. Google pursues loss claims directly with UPS. You can choose to place another order for a device after receiving the refund.

My question is, if someone happened to steal my Nexus 4 and activates it will they be able to remotely disable it?
 
I prefer not have them disable it & take matters into my own hands as I did a couple years ago with my Nexus S using PhoneLocator Pro.

I mean I would take matters into my own hands but I'm talking about if they were to steal my package. I would have no way to trace it back to them....
 
Well, it could be proven easily if the phone was activated from somewhere else that you are not at, like lets say you live in city A but it was stolen and activated in city B which is like 500Kms away from you. I'm sure some app on the phone would use the GPS and it would be logged, so google could see where it was activated and just take a guess as to whether it was really stolen or you just told someone to steal it and then you're trying to claim it was stolen without your knowledge so you may get a refund.

each phones IMEI number is different, it's pretty much how those "phone locator" softwares work by using the GPS and your unique phone ID's
