Nexus 4 Gapps Fail

The message 'Unfortunately the com.Google.process.gapps' has stopped working' is repeatedly showing up. My camera and gallery were the first to stop working, but I believe I temporarily resolved that by reinstalling the camera. I don't want to do that with the rest of the google apps that crash namely, the play store and maps. Tried reinstalling the OS, but the person who owned this before installed a weird custom recovery. Is there some thing that I can install that would rid this problem. Really frustrating that all the Google apps are failing and even freezing up my Nexus. I don't know if this is related, but every time I restart my device it "optimizes' all my apps and upgrades, which takes a super long time.

Factory reset the device. This should clear the issues. If not, then consider getting it back to stock, which is what I would do since you purchased the phone from someone and don't really know what is/was installed.

I already did a Factory Data Reset and it still has these issues. Is the Guide to the 'Factory Image Restore' a different thing?

Yes. A factory restore image will return the phone back to out-of-bounds condition. Basically a clean slate.
