Nexus 4 in venezuela

Mine works perfectly fine in Colombia.

Not sure about Venezuela.

I went to Colombia for business and it worked great with a local Claro SIM card. I'm pretty sure you will have the same results in Venezuela.

Nexus 4 Supports: GSM/EDGE/GPRS (850, 900, 1800, 1900 MHz)
Venezuela is GSM 900 According to here: List of GSM cell phone frequencies in use by country

You should be fine.

Access to the Google Play Store ≠ Will the phone work as a cellular and/or data device.

It's possible to use the phone somewhere that access to GP is blocked. But, the phone itself will work just fine on any GSM carrier.
