I have a nexus 5 and was told that the nexus 5 does not use cellular data. Is there any truth to that? This is my first phone with GPS.

There are 3 options for location

1. Uses gps, celluar. Wifi
2. Gps and wifi
3. Just gps

Depends on the map application. If you use Google maps, without caching the maps for the area you are visiting, it will use data connection to download maps. There may be other map applications that preload all map data, so you can navigate without using cellular data connection - I don't know.
 
If you use an App like Tomtom you can function completely on GPS. However it's not as quick nor as accurate as it could be without cellular (A-GPS).

Overall it's very good on GPS alone since it has the ability to use GPS and GLONASS.
 
It is usually light on data usage if it has to download the maps.
