Nexus 5 not booting past Google logo. (stock rom flashes tried etc)

essentially its not booting, i can boot into recovery, but every time i try to flash roms it doesn't get past the google stage. I've tried unlocking the boot loader also, and every time I do, it reverts back to being locked. please help. getting desperate.
