Nexus 5 Stuck After Factory Reset

Hello, I hope someone sees this thread despite the device being quite outdated. My original Nexus 5 has been sat in a drawer for a while because of this problem making it unusable. Somehow during the first set up after a factory reset it's stuck in a loop showing the screen pictured (android with cog whiring). Similar to the common boot loop problem. I don't think it's the button being stuck in as it will boot for quite a long time before rebooting and I've tried all the common remedies for this. I can't get into recovery mode as when I click it from fast boot it goes onto that same screen pictured. If I press the volume buttons whilst it is booting up it will say 'formatting /data' at the bottom for a bit before going back to the same boot up screen. Does anyone have any idea how to fix this? I'm no expert but I can't find anything online for this problem. Just really want my Nexus 5 back.
