Nexus 6 / 7.0: Notification bar, Home button, Recent apps button all broken

Recently my phone froze while running Google Auto. I turned it off an on again and afterwards the system seems corrupted in some way. No amount of restarting helps.

Symptoms:
  • The notification bar can only pulled down a short way (some icons visible) but not the full expansion.
  • No notifications ever appear (although the sound of their arrival is heard)
  • The "home" button doesn't work. A click is registered (vibration/animation) not no action is triggered. I have to "back" my way out of everything.
  • The "recent apps" switcher button similarly doesn't work.
  • Exchange syncing stopped working, likewise Google Keep no longer syncs. Probably other things aren't syncing either. :/
  • Certain parts of the "Settings" are inaccessible, such as switching users.
  • The phone seems to always indicate that data connection (via the sim card) is disabled, even though it does work.
  • Various other oddities.

I've found this issue described in other threads for other devices:

(Note that none of these mention Google Auto, so I suspect the fact I happened to be running that when this happened may be a red herring.)

The S7 thread includes a thorough description of a fix, which seems to help a lot of people. It involves using Nova Launcher to launch a particular "SetupWizard" activity, but this activity isn't available for me. I suspect that's because my phone is running 7.0.

So, I'm about to do a factory reset, since the Pixel thread suggests this has helped (although not permenantly), but I'm putting this out there to see if anyone else has run into this, and found a solution to it?

at my phone it happend yesterday too, i had no clue what to do. Is the facvtory reset the only way?2

Exactly all these issues have occured in my phone too. But in my case, my phone just ran out of battery and switched off and when i turned it on again, all these issues came with it. I tried "Nova Launcher" solution but .setupwizardtestactivity is not present. I can't switch users. Only option i am left with now is to factory reset. Please suggest if there's any other solution.

Yeah same issues with my Nexus 6. Out of the blue really the battery on my phone has been a nightmare since buying it but this time when it died and I plugged in to restart ever since then all these issues. I tried Nova launcher idea (no setup wizard activity), no switch user option, cellular data is turned off half of settings are permissions denied.
