Nexus 6P android 8.1.0. won't boot into safe mode

Phone fully functional (apart main microphone and fingerprint sensor which are unresponsive (even option to add a trusted fingerprint in settings disappeared)), but won't load into safe mode. Even after hard reset it still shows "No command" instead of rebooting into safe mode. Phone Nexus 6P, android 8.1.0. stock.
P.S. Also there's some weird system update which stays there after installing it like I haven't install it
 
Download the latest factory image https://developers.google.com/android/images#angler

Unzip it. Open the flash-all file you're going to use (.bat in Windows, .sh in MacOS or Linux) and remove the -w in the last fastboot line.

Flash the image.

You should have your phone back, with all your apps and data, and it should boot into safe mode.
