Nexus 6P - Photo Sending Issue

Question so I go to attach a photo that exist on my google photos to message and for some reason it only shows the recent photos taken with the phone however not the photos that are in google cloud photos app the pinwheel colored deal when selected. I then go out and select the actual photos app and all of the pictures are there, however if you are trying to access the same thing from messenger you get nothing but whats on the phone is there a way to resolve this? I have done the log out and log in I have done the shut the phone down and nothing works.

send on messenger select the top option which is blank with an icon(no image) that will take you to image picker and then touch the 3 line on top left(menu) and select Photos from there

Thanks that is what I have been doing and when you click there it just shows recent vs your photos, however if you go to the same app stand along everything is there since my first photos going back to 2012 just not sure why you can't access from messenger or any app even tried twitter, did the same thing

check to see that messenger has permission to access storage and/or camera

also obviously any other apps that need access...
