Nexus 7 2012 boot loop with NO USB Debugging

Hi,

I have a Nexus 7 2012 with build number JWR66Y and is complete stock.

- No rooting / unlocking done.
- USB debugging is NOT enabled.

Since last 2 days, it's stuck in a boot loop, it simply does not go beyond the screen that shows up a flashing 'x' symbol.

I have my pictures and important documents stored in there and would like to take a backup of the same before doing a factory reset.

What options do I have with me ?

Is it possible to flash a custom recovery tool " twrp2" and take backup of my data ?

If YES I would request the experience guy's to me help here.
