Nexus 7 (2012) Bricked with USB Debugging mode disabled

Hello, I am new to this so please bear with me. While trying to revert from 5.0 on my nexus I managed to somehow lock it up. When I power it on it immediately brings up the "Google" with the "Start" arrow. Selecting start does nothing. Selecting recovery mode does nothing. Selecting restart bootloader brings up the android picture with the start arrow just like when I first powered it on as well as the following;

Fastboot Mode
Product name - grouper
HW Version - ER3
Bootloader Version - 4.23
Baseband Version - N/A
Serial Number - "tablet serial #"
Signing - not defined yet
Lock State - Locked

If I select start I receive "Booting Failed" in the top left.

After all of the research I have done I have reason to believe that usb debugging has been disabled. I do remember enabling it while I was attempting this whole process but I cannot get it to be recognized in the ADB Devices. When I install the google driver for it, it is labeled "Android Bootloader Interface". When I access the command prompt in the following folder "C:\Users\User\AppData\Local\Android\android-sdk\platform-tools" and type "adb devices" it returns no devices detected.

So along with trying to solve my problem, is it possible to communicate to the tablet without usb debugging enabled?

I'm not sure if this will help, but I had a similar problem trying to get back from Lollipop 5.0.2 to KitKat 4.4.4, and what I did was re-running the flash-all.bat file in the Android Utility software, at the command line.
I mean, I guess you already have that software, as you were about to flash your tablet with that Operating System. I had 2 images: 4.4.4 and 4.4.2
When I got stuck with 4.4.4 I tried with 4.4.2. Then I received a lot of "fail" responses on each step, then I tried again with 4.4.4 and voilá! It worked!
Don't get panick if you start seeing the Google word with an open padlock, that means your bootloader is unlocked, but will have to eventually load the system.

He could also help you, he knows a lot about this.
Some commands may vary a bit from what they explain (in my case the utility was "seeing" 2 android devices connected, one of them was virtual, so I had to add the -d switch to apply the commands only to the connected device. However that shouldn't happen if you uninstall BlueStacks)
