Nexus 7 32Gb only showing 16Gb

I have just received my Nexus 7 2013 WiFi /3G tablet. This particular version of the tablet should only be available with 32Gb storage. However, I've just noticed that there's apparently only 16Gb available. The box it came in definately says that this is a 32Gb model. I checked using Titanium, and it seems to confirm this. Am I missing something?

I should add that I have rooted my tablet and updated the Android ROM to 4.3.1(JLS36I) via the WugFresh Nexus Toolkit.

16GB available, as in not being used? That seems low for a 32gb, but very high for a 16gb, since formatting, OS, and dynamic memory usage would typically leave a 16gb unit with something more like 12gb available (and generally not a perfectly round number).
 
I mean 16Gb of disk space in total. I've only 3.45Gb available.

In my Wi-Fi only N7 2013 32G, non-rooted, just using system tools, I see 26.11 available as total space with 24.1 as available after my app's etc. I assume you are sure you have the 2013 version and it actually has a slot for the SIM card??
 
Check the serial number against the label on the box. Also the box sleeve may have been swapped. The box sleeve is very generic and only shows wifi/LTE and memory size.
 
You guys were right. I flashed the ROM again and rooted the device, using a slightly different procedure and got my other 16Gb bacck. I now have around 21Gb free.

Hi I got the same problem after using Wug kit to upgrade to 4.4 what did you do differently? I tried using adb sideload only to get wrong E: footer message and E signature verification failure
 
I had the same issue with Wugs toolkit... 32gb showing as 16gb ....just go in to settings - backup rest and factory reset.. then your storage will be back... thanks
 
Thank you for reminding me of the user way to reset the storage, I had completely forgotten about it. Here I was resetting my storage, formatting system, trying different ways to factory reset in TWRP, and bam, OS provisioned reset fixed the formatting.
 
He had the same problem. but with the factory reset, he returned the lost storage space, as if by magic. thanks for all the ideas.
