Nexus 7 not functioning properly.

On top of my slew of problems with my device, a new problem just occurred. My touch screen doesn't work at all, and the Google Now voice keeps on talking whenever I touch something, literally saying everything I touch such as "Time is 11:00PM, swipe lock screen, to unlock, double tap to unlock camera" It keeps saying voices commands yet nothing is happening. I tried restarting my tablet and nothing changed. My tablet is basically saying everything that is on the screen but the touch screen isn't even working, it shows a green border then says what it does whenever I try tap on it.

(I am stuck on the lock screen, if I turn on my tablet the touch screen isn't working at all)
