Why? My nexus 7 does not even have that possibility.

Google search is Google Now. On a phone you can say "OK Google, call (contact name)." It might even work on the Nexus 7 if you have a VOIP app.

In addition to the voice command, you can also call a number directly (on a phone) after bringing up an establishment using Google Search. For example, if you search for Costco, you'll get a main search result card with an option to call.

Yes, you can set other dialer apps as default and it will choose them. Also, to the OP's main point, there's only one app and it has the same permissions requested across devices.
