It is possible that the issue starts at a higher battery %, but my usage pattern of charging every three days means on day one I'll be left with 60-70% batter, day two with about 30%.
Well, I'm going to repeat the charge cycle again, and I'll let you know how that goes. But at least on my device, location access makes no difference to the time slow down, and it appears that it is caused by low battery. If it occurs again on my third battery run down cycle, then I think at least for my nexus 10, that is the likely cause
