NFC Issue with a Samsung s9+

I am beginning to hate my s9+. I am diabetic and the most important App for me is the one for my Freestyle Libre sensor which I use to monitor my Blood Glucose levels. It uses the NFC to scan the sensor. The handset is less than 1 year old.
Within a few weeks of getting this handset the scanning of the sensor started to get suspect and before long it stopped scanning if the charge was under 70%. It got progressively worse until the charge had to be in the 90%'s to scan.
I tried clearing cache partition numerous times, deleting unused apps and even changed my case because it was magnetic but to no avail. Eventually, I took it to a Samsung repair shop and they said the NFC was faulty so they installed a new one. Again for a few weeks it worked down to around around 55% power. Not perfect but better. Then it started getting worse again and I'm now at the stage it won't work unless it is connected to a charger. I'm having to continually overcharge to get a reading.
In despair I contacted Samsung for the second time. They suggested
1) Plug in the charger, turn the mobile off for 1 min, unplug the charger and turn on - didn't work.
2) Check for Samsung pay updates - it was up to date.
3) Plug into the charger, restart in safe mode, unplug the charger and check if the app will scan.
Stuck at this point as the downloaded apps don't work in safe mode so I cannot check whether it scans without exiting safe mode.
Can anyone help please? Is there a way to check a downloaded app in safe mode.
Secondly, assuming there is a way to activate the Libre app on it's own and it works, is there a way to activate the other downloaded apps one hy one to try to find out if it is another app causing the problem?
PS I am trying to avoid factory reset at the moment as that would wipe all the data currently stored on the device. The app has also been checked and that's not the problem.
If need be I'll take it back to Samsung - it worked fine with my previous s7.
 
Welcome to Android Central! Have you already tried turning off Battery Optimization for the Libre app?
 
Contact Libre and tell them what you put in your first post, and ask them to please get the app working on an S9+. I'm betting it's something in the app. NFC doesn't fail because of 80% battery level - if it did, I would never have had NFC on my Samsungs - I never charged them to over 80%.
 
I did refer it to Abbott who manufacture the Libre first. They passed it onto the App developers and eventually came back and said it wasn't the App. It was working fine. There are others with Samsung's who have issues but it's various models. The only other s9+ I know of had it resolved by replacing the NFC. Mine is worse now. It has to be plugged in to scan.
 
That's pretty bizarre.:-\ Can you test NFC for other functions, like Google Pay? Does it work fine there, regardless of the battery level?
 
I tried Google Pay today and surprise, surprise it worked. It did have a good charge in it at 92% but I tried to scan the Libre before I went into the shop and it wouldn't scan. I'll try Google Pay again tomorrow at a lower charge.
So, NFC seems to be fine but, before I go back and tell Abbott it's their App, I want to eliminate the possibility it's another App.
Going back to my original post, when you reboot in safe mode is there any way to activate the downloaded Apps one by one? Obviously I'd want to activate the Libre App first and if it scans it will be a case of checking one by one until it stops working. I live in hope!

Unfortunately, there's no way that I'm aware of to activate individual 3rd party apps in Safe Mode.:-\
