They both have it. They even mentioned it in the presentation.

Where? I have watched the presentation vid (only the Nexus unveiling part), I did not hear anything.

They talked about a new Sensor Hub chip, but I don't recall them talking about or demoing any 'OK Google' commands with the screen off. The guy doing the demos had his screen(s) on at all times.
