No Hotspot Feature Shows Up

Hello everyone I have a question. I downloaded the Quick Setting app installed and opened the app. It did not give me a option to turn on the hotspot feature.
Anyone have a idea on what I am doing wrong? Does the hotspot feature only show up if I am in a 3G area? Or the phone I purchased at Target on 2/25/11 have a different software version or is it now blocked?

Open up Quick Settings, click the Menu button and select Customize. Now scroll down to where it says Hidden Settings. You should see Wi-Fi Hotspot there, just drag it up to Visible settings and you're good to go.
