No more "Unknown Sources" from non-Play Store app markte

Hi,

I have a question. As I remember, when I download the app from non-android market, I get the popup to enable the "unknown sources" from Settings.
However, nowadays I couldn't see the popup from carrier app stores.
Do you know how Google allow the non-play store as trusted sources?

The question is not about the setting menu.
Even though user disable the unknown source of the settings, the warning popup is not occurred when user download and install the apps from app stores other than Play Stores. I wonder how Google know these app stores are trusted.
