no notification shade after reset

I did a factory reset, now if I pull down all I get is the app drawer. No shade or settings

Is there a place I need to specify pull down for notification shade and settings?

I forgot to mention that I do get notification icons. however, when I pull down, no shade or quick settings.

Can you provide a screen shot? Have not heard of this happening before.

I found it. I had to go to home screen settings and allow it.

I was sure that it was a setting that I had forgotten. I finally found it.
