No notifications from Hangout app

From couple of weeks when there should be notification from Hangout app there is a random chance that it will be displayed. Sometimes I have no notifications for some period of time and some times on the same network, same router everything is just working perfectly. It is pretty annoying. I started to use other communicators. Do you have any ideas why notifications don't work?

I ditched the Hangouts app a while ago and went to stock, but anyway, is there a "quiet time" in the Hangouts settings somewhere? - A bit like a do not disturb feature?

I checked all options but I can't find anything usefull. What is more I didn't change anything and it stopped working... =/
