[NO ROOT] How to get transparent soft buttons and notification bar on 4.4.x

Hi guys i would to know if it is possible to get soft buttons transparent on kit kat because i know that API19 introduced transparent soft buttons and transparent notification bar but without root is there any kind of launcher or app that does the job without rooting??
