No tethering and portable hotspot option...?

Whenever I or my girlfriend look up how to make a hotspot, it tells us to go into Settings -> More settings -> Tethering and portable hotspot and then make a hotspot from there, but there's no option for that. I attached photos of what the More settings look like for me. Please help.

It's up to the carrier - some of them disable that, because you can't tether unless you pay for a tethering account.

Before the new mobile plans, you had to pay for 5gb on that line to make it work. Not sure what stipulations they have on the share plans or what ever they have today. Would contact ATT & ask. Am running stock 4.4.2 & my screen looks different than yours.
