Question Noninteractive Notifications

Hello. New user with a question I can't seem to find the answer for...and I did search. Perhaps I'm either ignorant of "how" to search for the answer or the question has never been asked. Knowing me, I'm leaning toward the former. I'm really hoping somebody is familiar with this issue or something similar.

I was thinking it has something to do with an app I have on my phone as I just got a new phone, yesterday, and the issue followed me to it. And because of that, I've uninstalled darn near every app I have, but it's, still, there. Can somebody, please, help this old grandpa? I'm at a loss.

The windows get in the way of me being able to type or select a button. They're noninteractive, so I can't dismiss them. I'm at the mercy of waiting til they just disappear...which can be a while, it seems.

Thank you, in advance, for any help somebody has to offer! It's so frustrating.

The people at the phone store told me it was due to a QR Reader or .pdf Reader, but uninstalling them did not eliminate the issue.

That Solitaire game came with the phone and I've since deleted it...along with most all of those apps you see in the pic. I took snapshots so I wouldn't forget what apps I had (which, I'm sure, is only stating the obvious).1000019345.jpg

Time to take action is set to 2 minutes. You think that could be the issue? Should I change it to Default?
Yeah set it to default otherwise that notification says there for 2 minutes
The issue I'm referring to is the dark gray notification that says "Uninstalled Allstate"...which, again, I'm sure is stating the obvious. I just wanted to make it clear as to what I was referring to.

If you go to settings>accessibility>advanced settings>time to take action is it set to default?
