Noob ? About cpu

This is the first device I've rooted and rom'd. I was wondering which ROMs were over clocked if any the cm10 settings are 384min1512max. Is that considered to be overclocked? I'm slowing learning this stuff

No, it's not considered overclocked. The kernel that comes with cm10 doesn't support overclocking. I'd recommend flashing a custom kernel such as kt747 or lean kernel.

How high can you safely over clock and is it really worth the risk

I use kt747 and overclocked to 2.1ghz. It's safe so far as I know, but of course there's always risks with phone modification. As for practicality.. Most applications will run fine with stock clocks and even lower than that.
