Welcome to Android Central, and sorry for the delay! Can you be more specific? Are you saying that when you connect your S4 to your computer, you're unable to view the phone's contents in the computer's file explorer? Make sure you're connecting using MTP--when connected via USB, swipe down your notification shade, click on the USB connection notification, and see if it says MTP. Also, make sure the phone is not on its lockscreen--you have to unlock it before the computer can see anything.
