not able to recieve incoming calls

I updated my bionic onto the new ics and before then i use to get incoming calls up until last week.. Do i factory reset my phone to get my incoming calls to come back in?

yes i can dial out just fine
yes my data work
and when they call it says call cant be completed as dial on verizon, but actually im on pageplus cellular
