Not charging on car or laptop cables

Does anyone know why suddenly my phone is charging very little or none at all when using the lower voltage charging methods like laptop USB or car chargers? Using a wall charger our my backup battery pack to charge seems to with..

Maybe a rogue app? I hand tried rebooting though.

Devices typically charge slower when connected to these types of power sources. It's especially true if you are connected to these sources and using the device. Also, it's not clear what you mean by the backup battery pack or wall charger. But I'm going to assume that the device charges fine on those power sources?
 
It appears yes, that they charge fairly quickly using an external battery pack or a wall charger.

When I tried to charge using my laptop, it was connected for 45 and all it did was maintain its charge level.

How old is the cable? Maybe the internal wiring is degrading. You could try a new cable and see if it still happens.
 
This was with two different cables- the USB laptop cable, and the car charger..
