Not picking up backed up apps by Google?

I've been using my wife's G6 for the week or so, there was one thing that I ran into that I've not been able to resolve... On a restore after a factory reset, it's not picking up any apps that have been backed up to Google. During the first boot, it just skips right passed the screen. So I'm forced to manually install the apps I need (or user something like Helium).

I know the backups are being done, so the data is there. And it's not an account thing because I've seen it with my wife's account and mine. Has anyone seen this?
 
I don't even have the option to have the phone backup to Google. Why would that be?

Edit:

I think it's because I have a device owner app installed (Root package disabler). It seems an android security policy then disables the backup service.
