Not Receiving MMS

I can send picture messages fine, but I haven't been receiving them from other people. Any idea how to fix this? I use the stock messaging app and have data turned on. My 3g connection icon keeps switching between being lit white, lit white with the arrows lit white as well, and the entire thing being grayed out. Could I just have a bad 3g connection on my phone or is that normal for the phone?

It is not normal for the phone. Are you subscribed to a data plan? Some US carriers will block MMS if you don't have a subscribed data plan from them.
