" not sent. Tap to try again" error message

[Android Central Question]

When I try to send a text to a particular iPhone #, I get the above error message. I can send messages to other people's iPhones with no problem. I've checked all of my Samsung A52 settings, and they look good. My Android is up to date.
How can this be fixed? I take it that it's a setting problem on the phone I can't message. What do I have to tell the phone's owner to check? Thanks.
