Not Signed In popup

[Android Central Question]

I've accidentally lost my phone on the way and i tried to recover it with find my phone. after a few attempt to recover my phone i felt frustated and finally choose to erase device option from find my phone in case of someone going to access my data if they found it. After a few days finally someone unknown told me that they find my phone and because of i choose erase device from find my phone i dont know how it goes but know my device only shows a blue and white background screen showing "just a sec" and "Not signed in" popup shows and when i tried to set up my phone it keeps looping with that popup and i restart my device and still give me that screen. How can i recover it?
