I got this message went I try to update it jumps back to resume em I try down loading wifi is strong signal

The wi-fi signal bars on that screenshot are pretty weak. Are you sure the wi-fi signal is good?

I saw this paused screen almost Everytime I install monthly updates. I think this pops up when you let the phone screen turn off/timeout. Just press the resume button and it will install just fine.

I tried multiple times it's jumps back to resume I have a full bar eifi

Fix your wifi. As mentioned above, you have a very weak wifi signal per your screen shot. Or if you are using a work place wifi, the connection to the google sever could be blocked by the the corporate firewall.
