You can google many resources regarding the Galaxy Note 10 and plus low volume issue. My issue is that the low volume is inconsistent. It only occurs after a phone call and it has the same behavior with or without Bluetooth. In my opinion, it is a software issue.
  • Observation #1, after a phone call, the media play volume is very low. This issue is resolved after a phone reboot.
  • Observation #2, after a phone call. When I push the side volume button, it always changes Call Volumn, which shows up at the top of all other volume controls. This does not change even when I play a podcast.
  • Observation #3, after a reboot, there is no low volume issue. When I play the podcast and push the side volume button, it changes Media Volume control and Call Volume control is nowhere to be found.
  • Observation #4, this occurred only once. After a phone call, I listened to a podcast with low volume, although I set the media volume to the max 100%. After about 10 minutes, the volume became louder in a progressive fashion. I checked the volume control immediately and the media volume was actually lowered to 75%.

Upon the above observation, it looks like that the phone is trying to adjust the volume by some algorithm, which is not done properly. Some web site suggests that Galaxy Note 10 has the feature of "Personalise call sound", which, as I see, is very likely the root cause. The setting was supposed to be at Phone app > + > Settings > Personalise call sound. However, the phone app on my Note 10 plus does not have it under Phone app > + > Settings.
Any suggestions? I do not want to reboot my phone after every phone call!

Interesting. I didn't realize this was an issue, but I have not had a reason to Google it either. I would think it will be fixed in an update if this is a wife spread thing. I was not able to recreate it. Good luck.

cwbcpa,

Does your Note 10 plus phone has this setting - Phone app > + > Settings > Personalise call sound?

Scenario #1, #2, and #3 are very consistent on my phone.
What is the best way to contact Samsung for customer support?

Make sure if your using Goodlock that it isn't a app from there messing with it.

Thanks for all the advice. I learned a lot.
I am pretty sure the issue was caused by the fact that the phone app's "In-Call Volume" gets stuck at the top of all volume controls. Therefore, when I tried to adjust media volume, the change was NOT applied to media volume properly.
I do not know what app caused the problem. Nevertheless, the root cause can survive a phone reboot.
Good news is that, this problem is gone now!
What happened was that, two days ago, I used the "Device Care - Optimize" function (not purposely), which closed some background processes (again I do not know what it closed). After that, the problem is gone and has not returned. I have made several calls, with or without Bluetooth. After a call, I played some audio and started adjusting the media volume. The "media volume" control (rather than the in-call volume") showed up as it is supposed to.
