Note 4 lock screen volume

It seems like the volume on the lock and unlock noise are lower than the volume on other system sounds. Is this normal?

Click the volume key with the phone unlocked and then click the gear symbol - it will show all the various sounds for the various parts of the phone.

Right but in general I find the home screen volume lower even when system sounds is at the highest levels

Yes, same here - the volume is pretty low IMO, even when maxed out in settings.
